NOTICE OF REFERENDUM
Town of Sugar Creek
November 3, 2020
NOTICE IS HEREBY GIVEN, that at an election to be held in the Town of Sugar Creek, on November 3, 2020, the following proposed Resolution of the Town Board, will be submitted to a vote of the people:
RESOLUTION NO. 2020
A Resolution establishing Referendum to Exceed Levy Limits Pursuant to 66.0602(4) Wis. Stats.
WHEREAS, the State of Wisconsin has placed levy limits on towns, villages, cities counties pursuant to Wisconsin State Statute 66.0602.; and
WHEREAS, the Town Board for the Town of Sugar Creek is considering expenditures for the purpose of improving existing Fire and EMS (Emergency Medical Services) ability to respond to emergency situations through the Elkhorn Area Fire & Emergency Medical Services Department.
WHEREAS, the Town Board of the of the Town of Sugar Creek has considered the 2019 and 2020 (collected in 2021) tax levy and believes it is in the best interests to improve Fire and EMS services by exceeding the State levy limit for the Town in said year by a percentage not greater than as set forth in the referendum language below.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Sugar Creek, Walworth County, Wisconsin, does hereby resolve and order as follows:
- The Town Board hereby supports an increase in the Town of Sugar Creek tax levy for 2020 (to be collected in 2021) that would exceed the amount allowed by the State levy limit by the amount set forth below. Said increase as called for by this Resolution, shall be on an ongoing basis per Wisconsin State Statute 66.0602(4)(a).
- That the Town Board directs that the question of increasing the Town of Sugar Creek tax levy for 2020 (to be collected in 2021) by $61,000.00 over the allowable levy limit be put to a referendum question on November 3, 2020. The referendum question shall read as follows:
“Under State law, the increase in the levy of the Town of Sugar Creek for the tax to be imposed for the next fiscal year, 2021, is limited to .809%, which results in a levy of $689,859.00. Shall the Town of Sugar Creek be allowed to exceed this limit and increase the levy for the next fiscal year, 2021, for the purpose of enhanced Fire and Emergency Medical Services (EMS) by a total of 8.842% which results in a levy of $750,859.00, and on an ongoing basis, include the increase of $61,000.00 for each fiscal year going forward?”

PASSED AND ADOPTED by the Common Council of the Town of Sugar Creek this 20th day of July, 2020.

The question will appear on the ballot as follows:

EXPLANATION
A “yes” vote supports this town tax levy increase.
A “no” vote opposes this town tax levy increase.
